Project Context:
The EBRD provided a loan in the amount of up to €7 million alongside SIDA investment grant in the amount of €2.0 million for construction of a new energy efficiency biomass boiler plant, including biomass preparation, storage and feeding. The project also includes gradual modernisation of heat exchange substations and introduction of consumption based billing. The Project will be implemented by the Public Company Toplana AD Prijedor, a shareholding association majority owned by the City of Prijedor. The Project should contribute to environmental protection and improve the quality of services in the City of Prijedor. Following the preparation of a feasibility study for the project, Aspiro was selected to support choice among the offered project options and convert them into a design-build type of tender document, then assist the Company in procurement process under EBRD PP&R, including procurement of construction supervision consultants.
Aspiro Role:
- We reviewed the project feasibility study and identified the main missing points, proposing a revised investment plan, PPP components, and risk log
- We prepared procurement plan and aligned project stakeholders around it
- We prepared and managed a Supply and Install tender for biomass-based cogeneration plant up until contract signing, with separated PPP part for future stage of the project
- We have prepared and managed an engineering supervision tender up until contract signing
