Aspiro is a management consulting boutique serving public and private sector clients in digital transformation, infrastructure financing and procurement, energy and climate transition, and organizational change.

EU Delegated Cooperation Project Identification and Capacity Building

We supported SlovakAid agency under their UNDP partnership programme in developing critical capabilities in identification, scoping, and budgeting of EU delegated cooperation programmes. This included hands-on support in initial exchanges with DG ENEST, EU Delegations, partners and beneficiaries in priority countries, preparation of project concept notes in Türkiye, Kazakhstan, Bosnia and Herzegovina, and one project proposal in cybersecurity sector in Moldova.

Affordable Rental Housing Conversion: Financial-Sustainability & SFPI Financing Study

The municipality of Mostek planned to convert a former school into eight affordable rental apartments to attract new residents under the State Fund for Investment Support (SFPI) Affordable Rental Housing programme. We built a long-term financial model, assessed the town’s borrowing capacity against the fiscal-responsibility rule, and benchmarked subsidised SFPI financing against a commercial loan. The analysis confirmed the project was financially sustainable and showed that SFPI funding was markedly cheaper, giving the council the evidence it needed to proceed with confidence.

Feasibility Study – IT system Kamianets-Podilskyi
For the historic Ukrainian city of Kamianets-Podilskyi, whose eight budget holders rely on fragmented, manually reconciled financial systems, Aspiro assessed the existing IT architecture and designed a data integration layer as the basis for the incremental build of a public economic information system. Funded by the Czech Ministry of Industry and Trade’s Aid for Trade – Ukraine programme, the work paired a phased integration concept with an implementation roadmap, giving the City Council a clear input for deciding how to proceed.

Town-Centre Brownfield Regeneration: Financial Sustainability & Procurement Advisory

Hodkovice nad Mohelkou, a town in Czechia, had the opportunity to acquire a derelict nine-building site on its main square and bring this decaying town-centre brownfield back into use. We built a long-term financial model and sustainability assessment for the acquisition and a phased, building-by-building revitalisation, reviewed grant co-financing options against the town’s budget capacity, and prepared the procurement documentation for the works. The analysis showed the town could fund the acquisition and staged regeneration without straining its finances, opening the way to new affordable rental housing and municipal services on the site.

Support with digitalization of public procurement data

EBRD-financed technical assistance under the EBRD–UNCITRAL Public Procurement Reform Initiative. We delivered legal analysis, API design, OCDS data modelling, and capacity building to digitalize complaint decisions of Albania’s Public Procurement Commission for integration into the national eProcurement portal. Services included open data policy advisory, technical concept development, system testing support, and institutional training. The assignment strengthened procurement transparency, digital governance, and regulatory compliance with the UNCITRAL Model Law on Public Procurement.

Primary School Expansion: Financial Model, Risk Assessment & Lender Selection

Unhošť, a small town in Czechia, needed to almost double its primary school from eight to eighteen classrooms — adding barrier-free access and cutting energy use — at a time when no suitable grant was available. We built scenario-based financial models, assessed the town’s debt capacity and project risks, defined the parameters of the investment loan, and designed a transparent bank-selection process supported by a lender information memorandum. The study confirmed the borrowing was sustainable even under conservative assumptions and equipped the council to approach banks from a position of strength.

Publication and promotion of EBRD PPP Regulatory Guidelines Collection

EBRD-financed technical assistance under the Legal Transition Programme. We compiled, edited, and prepared for publication the three-volume EBRD PPP Regulatory Guidelines Collection covering model PPP/concession laws, regulatory outlines, direct agreements, tender procedures, payment mechanisms, dispute resolution, institutional set-up, and post-crisis infrastructure revival measures. Services included document structuring, editorial coordination, e-format and hard-copy production management, and EBRD branding compliance. Developed jointly with UNECE, the Collection serves as a global reference for PPP legal and regulatory reform.

Pedestrian-Safety Infrastructure: Financial-Sustainability & Debt-Structuring Advisory

The village of Libňatov prepared a two-stage pedestrian footpath scheme, including a new footbridge, to resolve a long-standing road-safety problem on a route carrying over two thousand vehicles a day. Aspiro produced a long-term financial model and sustainability assessment, evaluated the village’s borrowing capacity and project risks, and advised on financing structure, loan parameters and bank selection alongside an SFDI grant. The analysis showed the investment loan was sustainable within the fiscal-responsibility limit and protected the village’s capacity to pursue its other planned investments.

Children’s Hospital Operating-Theatre Expansion: Feasibility & Investment-Financing Study

University Hospital Brno, one of the Czech Republic’s largest hospitals, set out to develop the specialised and super-specialised paediatric care provided at its Children’s Hospital. We prepared a feasibility and scoping study together with a long-term financial model, defining the investment project and testing its long-term financial sustainability for the hospital.
