Project Context:
The EBRD has provided a loan of 20+5 million EUR toward reconstruction of local road Lubnice – Jelovica – Jezerine, connecting towns of Berane and Kolasin in northern Montenegro. The road is expected to shorten the time required from Southern Serbia and Kosovo to the Montenegrin coast by 45 minutes. The existing road is unpaved and difficult to use during winter and its reconstruction is expected to boost tourism in the area, which is dominated by the National Park Biogradska gora and ski resort Kolasin 1450. The EBRD has in parallel provided funds for technical assistance to support the Ministry of Transport and Maritime Affairs of Montenegro in completing the environmental documentation and managing the procurement process for civil works and construction supervision (role of FIDIC Engineer) according to EBRD Procurement Policies and Rules.
Aspiro Role:
- We prepared the procurement strategy for Civil Works tender
- We prepared tender documents, consolidated and integrated requirements and project designs, helped develop qualification criteria and evaluation methodologies
- We supported management of the project, tendering process and advice on communication with tenderers
- We provided support in tender evaluation and contract award
- We also supported the EBRD and the Client in quarterly reporting, conditions precedent and loan covenants clearance
- We prepared the Terms of Reference, Invitation for Expression of Interests, Request for Proposals for the works supervision consultancy services
- We prepared Environmental and Social Analysis including Habitat Survey, Land Acquisition Plan and Livelihood Restoration Framework in tight cooperation with environmental experts of the EBRD
- We also prepared Environmental and Social Action Plan and Stakeholder Engagement Plan for the project
- We analysed Conceptual, Preliminary and Main Detailed Design for the two road sections, bridge and the tunnel
- We attended numerous meetings with Client representatives and local stakeholders, helping to obtain the necessary approvals and consensus on project development, route planning and environmental protection measures
