The Government of Montenegro, the Municipality of Danilovgrad and Public Utility Company Danilovgrad (the water supply and wastewater company which is fully owned by the Municipality), have applied to the EBRD to provide a loan to finance wastewater infrastructure for the urban part of the Municipality. The project includes construction of new, and reconstruction of existing, wastewater collection network and construction of new and replacement of part of water supply pipeline and an improved water management system in Danilovgrad. The aim is to prevent pollution of Zeta River and Skadar Lake and reduce the health hazard for the town’s population.

Description of actual services provided by the staff within the assignment:
The Company has selected a consultant to support them in the procurement and implementation process to assist in developing a coherent procurement plan, providing initial procurement training, reviewing design of the works, preparing tender documents, and undertaking all procurement and contract supervision.
Aspiro supported the project by carrying out the following areas:
– Advising the municipality of Danilovgrad in completing the tendering of wastewater network and wastewater treatment plant
– Providing support in resolution of pending issues, finalization of tender documents and overall procurement strategy given market specifics and infrastructure needs.
