Sušice is a historic town of 11,000 inhabitants in the Plzeň Region of Czech Republic. Aspiro supported the town’s project to revitalize the 17.8-hectare former SOLO industrial brownfield into a mixed-use zone featuring light industry and up to 500 residential units. Given the CZK 250 million investment and complex land acquisitions, we provided Risk Analysis and Cost-Benefit Analysis, evaluated legal, financial, and technical uncertainties, including alternative acquisition strategies via direct purchase or commercial company takeover. These analyses provided the town council with an objective framework to assess economic returns from future sales and leases while minimizing negative impacts on the municipal budget.

Aspiro supported the main project of post-merger integration between two large telecoms in Southeast Europe. We helped develop a due diligence report covering assessment of 200+ individual applications across business, operations, and enterprise support system stacks (BSS, OSS, ESS), development of telco capabilities model, licensing and financial assessment, and assessment of data centres infrastructure. In the following stages, we supported the preparation of joint target architecture and integration roadmap together with IT Target Operating Model, integration timeline, and budgetary estimates.   

Aspiro supports Ilbank and Osmaniye Municipality in delivering a new wastewater treatment plant, financed by a EUR 42 million EBRD sovereign loan to the Republic of Türkiye. The project is supervised by Ilbank, under the Ministry of Environment and Urbanization. Aspiro’s role focuses on strengthening project management and procurement capacity to ensure EBRD-compliant implementation. The assignment includes preparation of procurement and contracting strategies, support with technical documentation, tendering, contract finalisation, and coordination of implementation support. Aspiro also assists with contract administration and risk mitigation to enable timely and transparent project delivery.

As part of a transformative investment in sustainable heating, Aspiro, in consortium with Recura and ECT, supports Termokos JSC in implementing a Financial and Operational Performance Improvement Programme (FOPIP) and Environmental and Social Action Plan (ESAP). The project accompanies the construction of a 50 MW solar thermal plant and seasonal heat storage facility in Pristina. Aspiro’s work includes corporate business planning, tariff system reform, financial transparency, and the development of environmental and social management systems. This assignment strengthens Termokos’ institutional capacity to operate as a modern, commercially viable, and environmentally responsible district heating utility.

To support its strategic financial planning, State Housing Development Fund of Slovakia (Štátny fond rozvoja bývania, ŠFRB) engaged Aspiro to develop a tailored Activity-Based Costing (ABC) model. The assignment involved analyzing cost structures, identifying key cost drivers, and designing a static ABC model to evaluate process profitability across roles, activities, and customer segments. Aspiro collected and customized accounting data, built the model framework, and delivered strategic recommendations to improve cost efficiency and support evidence-based decision-making within ŠFRB.

The EBRD is going to finance the construction of a new wastewater treatment plant and associated sewage and stormwater infrastructure in Dikili, within the İzmir province. Aspiro is engaged to provide advance procurement support to IZSU, the local water utility, in preparing for this major infrastructure investment. As part of the assignment, Aspiro will develop the procurement and contracting strategy, support tender documentation, and guide the Client through EBRD-compliant procurement procedures. The assignment will also include strengthening project management capacity to ensure smooth contract implementation and risk mitigation.

As part of Uzbekistan’s national e-mobility agenda, the EBRD is financing the procurement of 350 electric buses, charging stations, and supporting infrastructure in Samarkand. Aspiro acts as the Project Implementation Support (PIS) Consultant, assisting the Ministry of Transport, Samarkand Yulovchi Trans, and the Project Implementation Unit (PIU) in preparing and managing procurement, including tendering through EBRD procedures, contract administration, and compliance reporting. Aspiro also supports PIU organisational matters and supervises technical aspects such as pre-shipment inspections, ensuring timely and transparent implementation of this flagship green transport project.

 The European Bank for Reconstruction and Development (EBRD) is financing the acquisition of specialized railway maintenance machinery to support infrastructure modernization in Montenegro. Aspiro has been engaged to assist Railway Infrastructure of Montenegro (ŽICG) with the procurement process, including establishment of the Project Implementation Unit (PIU), tendering via ECEPP, and contract implementation. The assignment also covers compliance with EBRD’s financing and reporting requirements, as well as environmental and social support in line with the Bank’s performance standards.

The Institute for Information Industry (III), a key enabler of Taiwan’s ICT ecosystem, engaged Aspiro to assess market entry opportunities for Taiwanese tech companies in selected European countries. Focusing initially on Bosnia and Herzegovina, the Czech Republic, and Lithuania, Aspiro delivered an in-depth analysis of the competitive landscape, potential business models, and key regional stakeholders. The final report offered practical recommendations on partnerships, procurement, and financing pathways to support Taiwanese ICT firms in navigating and entering new European markets.

 To improve public transport sustainability in Astana, the EBRD is financing the procurement of 100 electric buses and supporting infrastructure. Aspiro has been engaged to assist City Transportation Systems LLP, the municipally-owned operator, in preparing and managing the procurement process. Aspiro assisted in developing a procurement strategy and drafting tender documentation. The assignment will also include implementation of procurement, support on contract finalisation, and strengthening the Client’s overall project and contract management capacity. Aspiro’s involvement will ensure compliance with EBRD policies and facilitates timely, efficient implementation of this green mobility initiative.
