EBRD intended to implement a new technical cooperation project to develop, in cooperation with the United Nations Economic Commission for Europe (UN ECE), a model concessions law. The Model Concessions Law would be based on internationally accepted standards and best practices and would serve as guidance for governments intending to establish or upgrade legal frameworks for concession projects. Considering the global reach of UN documents, it is expected that the Model Concessions Law would be utilised both within and outside the EBRD region and would ultimately incentivise private sector participation in infrastructure projects. It is expected that the Model Concessions Law would be endorsed and published by the United Nations as part of its suite of PPP standards. To prepare the Model Concessions Law, a working group consisting of leading international experts and practitioners was formed. The Bank contracted Aspiro with prior experience in policy dialogue activities and outreach events to assist with organization of working group meetings. Main objective of the working group meetings was to design and draft the Model Concession Law. Working group meetings took place in London, Geneva, Vienna, Leiden and Paris.
Aspiro Role:
Aspiro supported EBRD Project Team and working group experts via organizing successful meetings in London, Geneva, Vienna, Leiden and Paris for drafting Model Concessions Law.
Aspiro supported the project by carrying out the following areas:

Preparation of plans for working group meetings including budget estimate

Communicating with the working group experts to secure their attendance

Supporting international experts from various countries for their logistics arrangements

Ensuring smooth realization of the meetings by taking care of logistical arrangements (venue, technical equipment, local transportation, catering etc.)

Preparing reports on the results of the event
