Narrative description of the supervised Project:
The World Bank provided to the Kyrgyz Republic financing toward the cost of the Second Rural Water Supply Project. The associated services included a creation of financial model for the strategic planning of investment in the water supply, wastewater and sanitation (WWS) sector in the Kyrgyz Republic. The Community Development and Investment Agency (ARIS) was the beneficiary of the financial model for the development of the WWS sector in the next 25 years.
Description of actual services provided by the staff within the assignment:
We have created a financial model for the strategic planning of investment in the water supply, wastewater and sanitation sector for the next 25 years. The project consisted of the following activities:
- Preparation of nationwide questionnaire in order to collect relevant information about the sector in the whole country
- Collection and evaluation of the questionnaires
- Assessment of current situation in WSS sector
- Analysis of Levels of Service (LoS)
- Calculation of costs and expenditures on current WSS infrastructure
- Assessment of future levels of LoS for Kyrgyz Republic
- Outline of expenditure needs in 5-year, 15-year, and 25-year periods, with split between public and private/PPP segments
- Development of WWS financial model and strategic financial plan including PPP options and prioritization of PPP projects
