The Government of Kazakhstan applied to European Bank for Reconstruction and Development (EBRD) for a loan to support restoration of irrigated lands in Aktobe, Zhambyl and South Kazakhstan Regions (the Project) by rehabilitation of water supply infrastructure in these regions. Rehabilitation will mainly include replacing of outdated water canals in the areas where infrastructure exists to increase water supply efficiency and reduce leakages, as well as construction of new water canals in the areas where water supply infrastructure does not exist.

Description of actual services provided by the staff within the assignment:
The Bank has selected the consultant to prepare a comprehensive feasibility study to determine a priority investment programme developed from a long-term investment strategy, and evaluate its benefits, including assessing its environmental and social feasibility.
Aspiro supported the project by carrying out the following areas:
– Preparation of financial and economic analysis of the Company and project, calculating financial projections incorporated in the project financial model for next 20 years.
– Preparation of Procurement and Implementation Strategy and Procurement Plan for the project in accordance with EBRD Procurement Policies and Rules
– Preparation of Business Model for Recovering Investment Costs including institutional and regulatory analysis of management structure and ownership of the irrigation system in the country Carrying out Organisational and institutional review of state enterprise Kazvodkhoz (project beneficiary)
– Categorization and subsequent analysis of Priority Upgrade Measures
