Narrative description of the supervised Project:
The Salaspils District Heating Company has approached the EBRD for a EUR 4.0 million loan to finance energy efficiency retrofits and renovations in apartment buildings, mostly demand side energy efficiency investments in six residential apartment buildings. The Company generates, distributes and sells heating energy (as hot water) to residential, government and commercial customers in Salaspils.
Aspiro Role:
The EBRD has selected a consultant to prepare a feasibility study to assess the EBRD investment to the Salaspils DH company. The scope of work of consultant was to analyse the current financial and operational performance of the Company, to assess and evaluate the benefits and risks of the Project Implementation Plan (of EE retrofits and renovations), including assessment of its technical, environmental and social feasibility, to prepare procurement plan and strategy, and to prepare the Public Service Contract. The EBRD aimed to use this study to elaborate and establish that the project meets the Transition Impact objectives of the Bank.
Aspiro supported the project by carrying out the following areas:
- Preparation of Procurement strategy and investment plan in accordance with EBRD Procurement Policies and Rules
- Collection and integration of partial inputs from the client and experts, preparation of the Draft, Draft Final, and Final Reports
- Data validation, preparation of recommendations and their confirmation as necessary during the project
- Overall Quality Assurance of the Project and Reports
