Project Context:
The Ministry of Finance of Montenegro has requested the EBRD to assist with the PPP capacity in public sector including the review and upgrade of the existing institutional set-up and the provision of training. The EBRD designed a technical cooperation project aimed at providing PPP capacity building and PPP enabling environment assistance to the Ministry of Finance facilitating PPP projects identification, preparation and implementation. Phase 1 of the TC Project focuses on the PPP institutional capacity assistance while Phase 2 provides for the design of a PPP training programme for the Ministry and delivery of actual training. For the purposes of this Assignment, the EBRD engaged with Aspiro to prepare and deliver the training
Aspiro Role
Aspiro supported EBRD in providing technical assistance to the Ministry of Finance with the PPP capacity building via helping preparation of guiding materials and delivering training. Aspiro undertook following activities:
- Engaging trainers with high credentials and relevant expertise
- Delivery of training based on the Manual / Step-by-Step Guideline, targeting key government officials in Montenegro
- Providing all logistics and preparations (venue, technical equipment, translation/interpretation, local transportation, catering, accommodation etc.) for a 2-day training organized in Montenegro
- Preparing reports on the planning and realisation of the training
- Supporting international experts from different countries for their logistics arrangements
