In a tender, Aspiro was selected by the Ministry of Health to realize a complex revision of the eHealth implementation program
Project context:
- eHealth implementation is a strategic governmental program under the responsibility of the Ministry of Health in the Slovak republic
- Achieving a major improvement in the quality of health care is one of the strategic objectives of the Slovak government
- The planned budget of eHealth implementation was 250 mil. EURO
- Budget failures and other changes caused by the economic crisis threatened the realization of the program
- The new leadership of the Ministry of Health came with the vision of significantly increasing the efficiency of eHealth implementation and bringing maximum benefits to citizens as soon as possible at the same time
- As the revision took place closely before the end of the programming period for EU structural funds, it was crucial to propose a fast and reasonable utilization of resources allocated to the eHealth implementation
- Revision and changes to the program took place during work progress and running contracts with IT vendors
Aspiro role:
Aspiro has identified key benefits and their success factors in terms of feasibility, positive impact on citizens and financial benefits to the system (cost-benefit analysis).
The optimal flow of the benefit implementation was proposed based on their quantification. The structure and schedule of the eHealth implementation program have been updated accordingly.
The cooperation of stakeholders has been supported with their iterative involvement, which resulted in a generally accepted and feasible revised proposal of the program.
The revision report included also a proposal of the strategy and roadmap for the eHealth implementation (including a design of program and project management as one of the tools of achieving a successful implementation) and proposed benefits (2011-2018).
