In a tender, the Ministry of Health has selected Aspiro to create a roadmap for the next steps for the implementation, consisting of:
- Define the exact scope and create detailed plans for 10 projects
- In cooperation with the vendors of the IT solution (eSO1) to replan and specify the implementation approach
- Define communication interfaces with stakeholders
- Create a detailed plan and budget for the solution deployment
Project context:
- The eHealth Implementation Program is a strategic governmental program conducted by the Ministry of Health in the Slovak Republic
- In December 2010, Aspiro has finished a complex revision of the eHealth implementation program, which enabled the Ministry of Health to prepare the restart of the eHealth implementation in Slovakia.
- Within the revision different activities were identified, which were not realized and crucial for successful implementation of the project. These activities were divided into 10 projects; one of the most important identified defects of the initially planned Program was the non-existing concept of solution deployment.
- In the next step, the Ministry of Health and the Ministry of Finance needed to define the exact scope and create a detailed plan for all 10 defined projects
- It was also needed, together with the running project eSO1, to replan and specify the implementation approach, so that it would be possible to deploy the solution as soon as possible
- Creating a detailed plan for the specific projects was crucial to evaluate the eligibility of public resource expenses and create a cooperation arrangement with relevant stakeholders in the health sector in Slovakia
Aspiro role:
Aspiro, together with representatives of the Ministry of Health, Ministry of Finance and the National Health Information Centre as the implementing organization, specified the scope of individual support projects and identified needed strategic decisions regarding the strategic direction of the projects. Then Aspiro has helped to ensure these decisions on relevant decision-making levels by actively supporting the communication with stakeholders.
Within this process Aspiro has also developed a blueprint on the solution’s deployment, while maintaining the integrity of the competitive environment of vendors of information systems for healthcare institutions, and at the same time minimizing additional workload for healthcare professionals while recording patient information.
Based on realized decisions and achieved consensus Aspiro has created detailed plans of the support projects, based on the steps needed to realize the decisions, their priority, as well as the planned capacity for project realization. The final structured consolidated plan included all 11 projects of the eHealth implementation Program (10 support projects + eSO1) and their dependencies.
Aspiro has also cooperated on the reassessment of priorities of implementation and creating a new realization plan (within contractual obligations) of the ongoing project eSO1, which enabled the preparation of solution deployment earlier, than originally planned.
